Sierra Leone Second Financial Inclusion Project

PCL International developed an Interoperability Framework and Enterprise Architecture for Public Financial Management Systems in Sierra Leone, designing a Government Service Bus (GSB) based on X-Road technology to enable seamless data exchange across Ministries, Departments, and Agencies.

Audit Service Sierra Leone (ASSL)

Under the Public Financial Management Improvement and Consolidated Project (PFMICP), PCL International conducted a skills gap analysis, developed a capacity building plan and delivered training in IT Audit, Performance Audit, Revenue Audit, Environmental and Procurement Audits for all professional staffs of ASSL.

National Electoral Commission, Sierra Leone

For the NEC, PCL International implemented the first Biometric Voter Registration System, funded by the UNDP. The project included developing an implementation roadmap and integrating the new biometric system with existing Electoral Management Systems.

Social Security & Housing Finance Corporation (SSHFC), The Gambia

In The Gambia, PCL International conducted a comprehensive Business Process Review and Restructuring of the Social Security & Housing Finance Corporation. The firm evaluated institutional capacity, redesigned job descriptions, and implemented restructuring and capacity-building programs to improve operational effectiveness and governance.

National Revenue Authority, Sierra Leone

PCL International implemented an Enterprise Resource Planning (ERP) System for the NRA, including the design of an interoperability roadmap to ensure seamless integration with the national Tax Administration System.

IFMIS Project, Ministry of Finance, Sierra Leone

As part of the IFMIS Implementation Project, PCL International conducted Sierra Leone’s first post-war ICT infrastructure survey, designed a metropolitan area network, and implemented the national Integrated Financial Management Information System (IFMIS), laying the foundation for digital government transformation.

African Development Bank (AfDB), Sierra Leone Country Office

PCL International designed and deployed robust ICT infrastructure linking the AfDB’s Freetown Country Office with its headquarters in Tunis. The firm continues to provide ongoing technical support, ensuring uninterrupted operations and secure communication across offices.

Ghana Postal Services

As part of the Digital Skills Development and Automation Project, PCL International conducted an ICT needs assessment, delivered nationwide IT skills training for staff, and developed a bespoke operational management system to enhance postal service efficiency and automation.

PCL International carried out a Feasibility Study on FinTech and Digital Banking, exploring innovation opportunities, evaluating infrastructure readiness, and assessing the regulatory framework to expand digital finance adoption.

National Telecommunications Commission, Sierra Leone

PCL International designed and implemented a Regulatory Performance Management System (RPMS) to digitize and automate NATCOM’s licensing, compliance, and performance monitoring processes. The project enhanced regulatory efficiency, transparency, and evidence-based decision-making within Sierra Leone’s telecommunications sector.

Rural Water Supply and Sanitation Project

PCL International conducted an ICT Needs Assessment and Capacity Building Program for the Sierra Leone Water Sector, strengthening digital readiness and institutional capacity across the rural water supply network.

Microsoft Corporation – IT4AFRICA Program

Through its IT4AFRICA initiative, PCL International was selected by Microsoft Corporation to implement a youth-focused digital skills program in Ghana. The project provided free IT training and globally recognized certification testing, with a special emphasis on empowering young women in technology.

Strategic Planning for Ministry of Finance, Liberia

For the Ministry of Finance in Liberia, PCL International developed a five-year Strategic Plan, carried out institutional and capacity assessments, and proposed reforms to strengthen the ministry’s organizational performance and governance.

Ministry of Finance, The Bahamas

Under the Public Financial Management and Performance Management Reforms (PFM/PMR) Project funded by the Inter- American Development Bank, PCL International collaborated with Cowater Inc. to implement the Integrated Financial Management Information System (IFMIS) and capacity-building component. The firm also partnered with the University of The Bahamas to develop an output- based IT capacity-building and digitization program for the public service.
